Are all businesses in San Francisco required to provide healthcare to their employees?

No. The new Health Care Security Ordinance (HCSO) passed by voters in 2008 requires larger businesses to provide “health care expenditures” for employees. Companies with fewer than 20 employees are exempt from this requirement.
