What does it mean to decriminalize a drug, and have any cities in the bay area done it?

Drug laws are made at the federal, state, and local level, and local governments cannot simply ignore state and federal laws (see Legal Basics). But cities sometimes “decriminalize” certain things such as drugs, which means they choose to not prioritize enforcement of these laws.

San FranciscoSanta Cruz and Oakland have decriminalized magic mushrooms aka psilocybin, along with all plant-based “entheogenic” hallucinogen drugs.
